Legal and factual obligation to switch to renewable energy when replacing heat generators in Switzerland

In the Canton Basel-Stadt since October 2017, followed by the Cantons Zurich and Geneva since September 2022

When replacing heat generators, there is an obligation to switch to renewable energies for the first time in Switzerland in Basel-Stadt since October 2017, followed by Zurich and Geneva since September 2022. However, this obligation drops if it leads to additional costs of more than 5% or disproportionate additional costs (§ 7 EnG/BS resp. § 11 EnerG/ZH resp. Art. 13M LEnGE). Furthermore, the replacement with stationary electric heating systems is prohibited (§ 9 EnG/BS, § 10b EnerG/ZH, Art. 15B LEnGE).

In the city of Zurich, this conversion has been accelerated since 2016 by the factual measure of shutting down the city’s gas infrastructures in stages. For the city of Basel, this measure is planned from 2030 on.
